Evald Okas was an Estonian painter born in the city of Tallinn. Okas began his studies at the Estonian Academy of Arts (EKA). With the outbreak of World World II, Okas was enlisted to serve in the Soviet army. Okas was first stationed at a battalion in Kotlas, Russia until joining a Soviet art collective known as the Yaroslavl artists. Under Soviet supervision, Okas was confined to painting in the style of socialist realism.

After World War II ended, Okas continued painting within the Soviet Union. Okas made a variety of works, including graphics, public commissions and paintings. Beyond his genre paintings, Okas produced a number of landscapes, nudes and portraits paintings.

By the 1950s, Okas became a professor at the Estonian State Art Institute. Okas was also a member of the Estonian Arts Association and the Academy of Arts of the Soviet Union.
