Matthews enrolled at the California School of Design and studied painting under Virgil Williams. Matthews had various jobs in San Francisco, working as an illustrator, designer and lithographer.
In 1885 Matthews travelled to Paris to study at the Académie Julian. Matthews was instructed by Gustave Boulanger and Jules Lefebvre. After four years in Paris, Matthews returned to California to teach at the San Francisco Art Students League and the California School of Design. In 1890 Matthews became the director of the California School of Design. Matthews made a great impact on the Academy and the development of art in California. Many of Matthews students became well-known artists, such as Percy Gray, Xavier Martinez and Maynard Dixon.
In 1906 after the San Francisco earthquake, Matthews left his teaching jobs to open a store of self-designed furniture and to publish Philopolis, a monthly arts and crafts magazine. Matthews was also commissioned to paint several murals, including a series for the State Building in Sacramento, California.
Matthews was known to work in a variety of media, ranging from oil paints, fresco, gouache and watercolor. The Oakland Museum of California boasts the largest collection of Matthews work.
