Koehler was born in Hamburg, Germany and moved with his family to Milwaukee, Wisconsin where he spent much of his childhood. Koehler studied at the German-English Academy and apprenticed at a lithography studio in New York City. After a few years in New York City, Koehler realized his interest in painting and decided to study art.

In 1873 Koehler went to Munich to study at the Royal Academy. In Germany, Koehler won several awards for his work and began teaching at a private art school in Munich. Koehler taught several students who later became independently successful. Koehler stayed abroad for nearly twenty years before returning to New York City in 1892.

Koehler worked for only a short amount of time as a portrait artist in New York before receiving an offer to serve as director of the Minneapolis School of Fine Arts, now known as the Minneapolis College of Art. Koehler established himself in the arts community and helped to establish the Minneapolis Museum of Fine Art.

Koehler remained in Minneapolis for the rest of his life, painting portraits, landscapes and teaching.
